CARB Rule Amendment Activity
The California Air Resource Board (CARB) staff recently began the review process for several amendment issues identified in the Composite Wood Products Air Toxic Control Measure approved in April. On September 29, staff released a proposal for their approach to regulating ultra low emission products which contain formaldehyde but meet the proposed standard by a wide margin. The Composite Panel Association (CPA) and the adhesive producers in the California Wood Industries Coalition say they have drafted comments and plan to submit them to CARB. The California Wood Industries Coalition (CWIC) says it will also comment on several definitional issues in the April rule.
CARB staff has indicated that they plan to wrap up the amendment process by year’s end, with a goal of issuing a set of proposed amendments in November. CARB has also set up a webinar for November 1 to discuss its planned approach to certification. California statute requires amendment work to be completed by March 2008.
